Successful Completion and Transformation of Level 3 Research Project on "Application of Civil and Commercial Arbitration in Optimizing the Business Environment" Responsible by Mr. Ming Liu

Carry out research topics is the democratic party to fulfill the function of participating in politics an important way, but also to promote the government and its relevant departments of scientific decision-making an important hand. As a member of the Central Committee of the Democratic League of China, deputy director of the Legal Affairs Committee of the Central Committee of the Democratic League of China, and chairman of the grass-roots branch, Mr. Liu Ming has been actively fulfilling his duties and carrying out research projects.

At the beginning of 2023, Liu Ming declared to undertake the "Study on Optimizing the Business Environment under the Rule of Law" and "The Application of Civil and Commercial Arbitration in Optimizing the Business Environment in the Context of the Construction of the Two Districts" by the Chaoyang District Committee of the Democratic Alliance for the Betterment and Progress of Hong Kong (DAB), Beijing Municipal Committee, and the Central Committee of the DAB, "Application of Civil and Commercial Arbitration in Optimizing the Business Environment", and acted as the person in charge of the subject, organizing experts and scholars to carry out in-depth research on the subject. At present, the project has been successfully completed and the results have been transformed.


 
On May 17, the seminar on the opening topic of "The Application of Civil and Commercial Arbitration in Optimizing the Business Environment in the Context of the Construction of "Two Districts"" was held by the Beijing Municipal Committee of the Democratic League of China.



On August 3, the CDL Central Committee held a symposium on "The Application of Civil and Commercial Arbitration in Optimizing the Business Environment".

After the project was established, members of the project team held several offline and online seminars on the topic.




Zhang Zhenjun, member of the Standing Committee of the Central Committee of the Democratic Alliance for the Betterment and Progress of Hong Kong (DAB), Deputy Secretary General of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC), and full-time Vice-Chairman of the Beijing Municipal Committee of the DAB, and first-class inspector, led a team to the Beijing Arbitration Commission for research

On August 17, the group went to Beijing Arbitration Commission for two times to carry out research, and gained an in-depth understanding of the arbitration institution's construction of innovative arbitration services and digital arbitration platform.



The research team went to the Management Committee of Chaoyang Park of Zhongguancun Science and Technology Park to carry out research and held a symposium with enterprises in the park.

On August 24, the research group visited the Management Committee of Chaoyang Park of Zhongguancun Science and Technology Park to carry out thematic research, and solicited interviews in the form of symposiums with enterprises in the park, such as Ericsson (China) Communications Limited, Mercedes Benz, and Quantum Song Group.



Study Group Visited International Commercial Dispute Prevention and Settlement Organization (ICDPASO) to Conduct Special Research

On November 2, the Panel conducted a special research at the International Commercial Dispute Prevention and Settlement Organization (ICDPASO). The Secretariat of ICDPASO systematically introduced the background, functions, business and development of ICDPASO to the Panel.



The Panel Conducted Research and Held a Symposium at the Arbitration Research Institute of China University of Political Science and Law (CUPL)

On November 6, the panel visited the Arbitration Research Institute of China University of Political Science and Law to conduct a special research and hold a symposium. Du Xinli, President of the Institute of Arbitration, Xue Tong, Secretary General, and Director, Deputy Secretary General, exchanged views and discussed important issues of concern to the subject group, such as the current status of development of regional arbitration, arbitration system and credibility of arbitration in China, problems and countermeasures, as well as the path, strategy and advantages of the follow-up support for Beijing to build an international arbitration center.

During the research period, the group carefully set up dozens of research questions, using a combination of paper and electronic questionnaires, and invited market players of different industries and sizes to fill out the questionnaires. The research group has gained a deep understanding of the problems and demands of market players in resolving civil and commercial disputes, as well as their opinions and suggestions on civil and commercial arbitration services and optimization of the business environment.



Speech at the Political Consultation Meeting of Chaoyang District on "Creating a Benchmark District for the Construction of Internationalized Business Environment

At present, the research group has successfully completed the three levels of research. The results of the research have been transformed into recommendations and speeches for the Chaoyang District, Beijing Municipality and the National Committee of the Chinese People's Political Consultative Conference, and have been adopted by the Beijing Information Journal and other publications.

Liu Ming, a member of the CPPCC, made a speech on "Suggestions on Optimizing the Business Environment of Chaoyang District with an International Arbitration Center" at the special meeting on "Creating a Benchmark District for Internationalized Business Environment Construction" in Chaoyang District.
