The review by the Supreme People's Court confirmed that at the end of July 2020, Defendant Tan purchased 50 packages of methamphetamine tablets from Defendant Chang Mou, and the two agreed that Chang Mou would transport the drugs to Jinghong City, Yunnan Province and deliver them. Tan later paid 300,000 yuan in cash to Chang and agreed that the balance would be paid after the drugs were sold. Then Changmou contacted overseas drug dealers to buy the drugs. on August 3, Changmou instructed his uncle Ga to transport the drugs for him and promised to pay 85,000 yuan in compensation. That night, Changmou from overseas drug traffickers to retrieve drugs. August 4, GaMou driving vehicle with drugs driving to Jinghong city on the way to be arrested by the police, seized a total of 50 packages of methamphetamine tablets, the net weight of 28200 grams. It was also confirmed that Tan has recidivism aggravating circumstances.

After the case entered the death penalty review stage on November 29, 2021, Tang Jianbin accepted the commission to serve as Tan's defender. In the case of more than 2 years during the death penalty review, Tang Jianbin lawyers met with the death penalty review judges to express their defense opinions and communicate with the case, and finally the Supreme People's Court adopted the Tang Jianbin lawyers' lighter penalty defense opinions, and did not approve Tan's death sentence according to the law, and commuted the sentence to a suspended sentence of death penalty for two years.
