From November 8 to 9, the 2024 Annual Conference of Case Law Research Society of China Law Society was successfully held in Shenyang, focusing on “Case Law Research under the Modernization of Chinese Rule of Law”. The conference was organized by the Case Law Research Society of China Law Society, hosted by Shenyang Normal University, and supported by Liaoning Provincial Law Society. Mr. Zang Desheng, senior partner of Beijing King&Capital Law Firm, as a director of the conference, attended the conference and made a speech.

More than 200 members, directors and special guests from the theoretical and practical circles of more than 80 organizations, including the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Justice, the China Law Society, Liaoning Province and its relevant lower people's courts, people's procuratorates, and institutions of higher education, participated in this annual meeting. The delegates had an in-depth discussion on the construction of China's independent case law system to better serve the development of new quality productivity and promote the modernization of Chinese style, and reached a broad consensus on the case law research to promote the construction of China's independent legal knowledge system.

The opening ceremony of the annual conference was presided over by Hu Yunteng, president of the Case Law Research Society of the China Law Society and member of the Advisory Committee of the Supreme People's Court. Yang Song, Deputy Secretary of the Party Committee and President of Shenyang Normal University, Gao Xin, Secretary of the Party Group of Liaoning Provincial People's Procuratorate and Procurator General, Zheng Qing, Secretary of the Party Group of Liaoning Provincial Higher People's Court and President, Yu Tianmin, Deputy Secretary of the Party Group of Liaoning Provincial Committee of the Chinese People's Political Consultative Conference and Deputy Chairman of the CPPCC, President of Liaoning Provincial Law Society, attended the opening ceremony and delivered a speech. Jiang Wei, vice president of the Chinese Law Society and vice chairman of the Advisory Committee of the Supreme People's Court, delivered a speech. Xu Xianming, vice president of the China Law Society and chairman of the Steering Committee for Teaching Law Disciplines of the Ministry of Education, made a special report.

Four sub-forums were set up for this annual conference, the topics were “Innovation of Case Jurisprudence and Reform of Case Guidance System”, “Case Jurisprudence Research Enabling the Development of New Quality Productivity”, “Case Jurisprudence Research on Civil and Commercial Affairs Case jurisprudence research in the field of civil and commercial affairs” ‘criminal and administrative field case jurisprudence research’, 61 guests participated in the seminar.

Zang Desheng lawyer participated in the fourth sub-forum of the seminar, which was presided over by Guo Xiujiang, vice president of the administrative division of the supreme people's court, and Peng Fenglian, president of Anqing Normal University. Mr. Zang Desheng made a speech entitled “Playing an Active Role of Lawyers in the Construction of Case Banks”.

Lawyer Zang Desheng's speech included four parts:

First, the necessity of playing the role of lawyers in the construction of the case base. The current construction of the case base is in the beginning stage, there are some deficiencies, the coverage of the cases is not broad, can not meet the needs of judicial practice; lawyers participate in it, can broaden the channels of the case source, enhance the power of the case compilation, so that the case base is more grounded.

Secondly, the feasibility of lawyers' participation in the construction of the casebook. On the one hand, lawyers are the beneficiaries of the construction of the case library, is the main use of the group, has the enthusiasm and initiative to participate. On the other hand, there are a large number of high quality lawyers with the ability to compile cases. The participation of lawyers can bring into play the value of the professional community and enhance the synergy.

Thirdly, the system of lawyers' participation in the construction of the case base is envisioned. On the one hand, the supreme court can open the case submission port or public mailbox, to the community, including lawyers soliciting cases, on the other hand, lawyers can report the case to the lawyers association, the lawyers association and the supreme court docking to submit cases, the supreme court selects the library.

Fourth, the construction of lawyers case library proposal. The case base is diversified, the national lawyers can assist in the establishment of lawyers' case base, the case can be the legal application of cases with normative significance, can also be the lawyers play a role in the outstanding effect of the case with reference significance.
