On November 6, 2024, Beijing King&Capital Law Firm Lawyer Liu Ling was invited by Inner Mongolia Autonomous Region Legal Aid Center to give a lecture for the 2024 annual training course on legal aid business in the whole region at the Rule of Law Training Center of Inner Mongolia Autonomous Region. More than one hundred and fifty people from all cities, counties (banners) judicial bureaus and legal aid centers in Inner Mongolia attended this training.

The topic of the lecture by Mr. Liu Ling was “How to Improve the Quality of Criminal Legal Aid Cases - Taking <Rules for Peer Evaluation of the Quality of Criminal Legal Aid Cases> as a Perspective”. In nearly four hours of lecture time, Liu Ling explained in detail the Ministry of Justice “Criminal Legal Aid Case Quality Peer Evaluation Rules”, combined with his own six consecutive years as the Ministry of Justice Criminal Legal Aid Case Evaluation Expert to participate in the national case evaluation experience, to the criminal legal aid cases commonly exist in the problem of analysis and give targeted solutions, combined with actual cases of the “evaluation rules” stipulated by the meeting, reading the file, With practical cases, she analyzed and interpreted the eight first-level indicators stipulated in the Evaluation Rules, such as meeting, reviewing documents, investigating and obtaining evidence, presenting legal opinions, attending court hearings, etc., and shared how to meet with people, how to read documents, how to investigate and obtain evidence, how to write legal opinions, how to defend in court, etc., and also introduced the principles of litigation and professional ethics of lawyers in relation to defending. Liu Ling's lectures were recognized and praised by the participants.

Liu Ling is a member of the Criminal Specialized Committee of the All-China Lawyers Association, and has been engaged in the work of prosecutors and lawyers for thirty years, handling nearly 1,000 criminal cases, with rich experience in handling criminal cases and a deep and solid foundation in jurisprudence. Liu Ling has served as an expert in the evaluation of legal aid cases (criminal) of the Ministry of Justice since 2019, and participates in the evaluation of legal aid cases (criminal) of the whole country every year, and has long been committed to the research of legal aid system and criminal procedure law, and her paper “Research on the Evaluation Criteria of Criminal Legal Aid Cases in China” was included in the publication of “Criminal Justice in China” in April of this year.
