Mr. Xu Ying firstly talked about that the Party and the government attach great importance to production safety, and since the 18th National Congress of the Party, the construction of the rule of law on production safety has been accelerated significantly, and the legal provisions on production safety have become more and more perfect and strict, especially Amendment 11 to the Criminal Law added the new crime of hazardous work, which incriminated the behavior of hidden dangers that did not cause serious consequences but had the real danger of leading to the occurrence of major accidents, which marked the change from combating to preventing crimes that jeopardize production safety in the Criminal Law. In particular, Amendment XI to the Criminal Law added the crime of dangerous work, criminalizing acts that have no serious consequences but pose a real danger of causing a major accident, marking a significant development in the function of the criminal law in punishing crimes against safety. The trend of industry management of production safety is also becoming more and more stringent, 2024-2026, the State Council Production Safety Commission to carry out the “three-year action of production safety to tackle the root causes of production safety”, the health health system has also formulated a corresponding action program, the next three years, will be an important period of production safety to promote the implementation of the full range of production safety.
