Recently, Kyoto “Protecting Children Program” Rule of Law Sunshine Campus Walking Activities National Public Welfare Tour Lecture officially kicked off.

Lawyers are always on the front line of handling cases, and have the sharpest sense of the social dynamics of the rule of law. According to the Supreme Prosecutor's “White Paper on Prosecution of Minors (2023)”, in 2023, the national procuratorial organs approved the arrest of 53,286 people for crimes against minors, with a daily average of about 150 cases, a year-on-year increase of 35.3%, much higher than the growth rate of other crimes. Among them, five types of crimes, including sexual assault, robbery, provocation, indecent assault and insult, accounted for 68.3% of the total, and 70% of the cases were related to students' inappropriate use of cell phones, contact with strangers through the Internet, and online games.

In the face of the serious situation of criminal offenses involving minors, the lawyers of Kyoto Law Firm, with a high sense of mission, initiated the Kyoto “Protecting Seedlings Program” nationwide public welfare speech tour in 2024, which aims to let students know clearly about the risk factors around them, through the introduction of vivid cases, the popularization of and education on comprehensive knowledge of the law and in-depth explanations of rule of law. Through vivid case presentations, comprehensive legal knowledge popularization and education, and in-depth explanation of the concept of the rule of law, this activity aims to let students clearly know the dangerous factors around them, effectively enhance their awareness of self-protection, help schools build a perfect system of education under the rule of law, and promote the formation of a good atmosphere of the rule of law in the society that cares for minors' growth.

The first stop of King&Capital “Protecting Children Program” came to Changde, Hunan Province, where the speaker was Mr. Peng Jiyue, a lawyer from Kyoto Law Firm. This one-week public service lecture tour, using online and offline integration mode, covered 7 middle schools in Changde City, attracting more than 15,000 teachers and students to participate. Peng Jiyue, with rich practical experience, combined with typical cases, for the students to explain the “Law on the Protection of Minors”, “Prevention of Juvenile Delinquency Law” and other relevant laws and regulations. He deeply warned the students that by abiding by the law, they would be able to have a stable and far-reaching life.

The seminar centered on the topics of how to prevent sexual abuse, avoid bullying in school, be cautious of making friends with strangers, stay away from drugs, and reasonably use the Internet. Based on legal provisions, Mr. Peng Jiyue explained in detail the serious harm of these problems and practical preventive measures, so that students deeply realize that the law is closely related to daily life, and breaking the law will bring heavy consequences. At the same time, he also taught the students effective ways to use legal weapons to protect their rights and interests, and actively guide students to establish a correct concept of the rule of law.

In the face of the infringement of network bad information on minors, Peng Jiyue called on students to use cell phones reasonably and refuse to make friends through the network bad, which was approved and recognized by the students. During the interactive session, students were enthusiastic and asked questions, while Mr. Peng Jiyue patiently answered them one by one. After the speech, many students were deeply touched, some consciously stood up and bowed, some took the initiative to shake hands with Mr. Peng to express their gratitude. School teachers have said that this is one of the most vivid rule of law lessons they have experienced, and the effect of rule of law education exceeded expectations.

Finally, Mr. Peng Jiyue concluded with deep emotion:

The rule of law, is the cornerstone of our progress, is the guarantee of our dreams. When each of us fear the law, abide by the law, the rule of law as a yardstick to regulate their own words and deeds, our country can truly achieve long-term peace and stability, stable society is our happy home.

Guard the heart of justice;

Let us take the rule of law as a pen

Write a magnificent chapter of youth!

This activity not only significantly enhanced the students' legal awareness and self-protection ability, but also injected a new impetus into the school's rule of law education, laying a solid foundation for the cultivation of a new generation of law-aware and law-abiding youth.
