On February 27, 2025, Mr. Lv Yan was invited by Beijing Ecological Environment Protection Inspection Center to give a special training on behalf of King&Capital Food and Drug Law Research Center on the topic of “Bridging Execution and Punishment in Environmental Cases” to the staff.

 The training started with the results of the work of the new Environmental Protection Law, which has been implemented since 2015, and the situation of ecological and environmental law enforcement, and talked about the concepts and practical challenges of the convergence of execution and punishment in environmental cases.

, through analyzing the relationship between administrative violations and criminal offenses, elaborating on the one-sided relationship between the convergence of execution and criminal offenses and reverse criminal offenses, and summarizing the existing legal framework for the convergence of execution and criminal offenses, the training focused on the “Practical Difficulties in the Convergence of Execution and Criminal Offenses in Environmental Cases”, analyzing the problems in the handling of the cases in depth, and putting forward practical and feasible suggestions for solutions. The meeting also discussed the regional legal framework for the convergence of execution and punishment. At the meeting, there was also a lively discussion and exchange of special countermeasures on the convergence of execution and punishment in the region.
