On May 18, 2025, Dr. Wang Jiaming, partner of Beijing King&Capital Law Firm, was invited by the Law School of Qinghai University for Nationalities and gave a rich and wonderful lecture to all the students of the Law School with the theme of “Criminal, Civil and Administrative Cross-Practice Issues”. The lecture was sponsored by the Criminal Law Teaching and Research Department of the Law School of Qinghai University for Nationalities and the Graduate Student Association of the Law School of Qinghai University for Nationalities, hosted by Dr. Wang Xiaowei of the Law School and attended by He Wei, a lecturer of the Law School.

In the lecture, Mr. Wang took the hotly debated topic of “offshore fishing and offshore law enforcement” as a starting point to explain the cross-cutting issues of criminal, civil and administrative liabilities. In the course of the lecture, Mr. Wang explained vividly the criminal, civil and administrative legal liability issues through the hot cases such as “Wang Lijun's illegal business case”, “Tianjin Auntie's air gun case”, “I'm not the God of Medicine case” and many other cases handled by Mr. Wang personally, and explained the criminal, civil and administrative legal liability issues in a vivid way. Mr. Wang vividly explained the complexity of the application of law in criminal-civilian cross-case. Subsequently, Mr. Wang systematically sorted out the procedural legal history and practical rules of criminal-civilian cross-case, combined with the “Provisions of the Supreme People's Court on Several Issues Involving Suspicion of Economic Crimes in the Trial of Economic Dispute Cases”, “Nine People's Conference Minutes” and other laws and regulations, and explained in detail the “criminalization followed by the civil” and “criminal-civil parallelism”. The detailed interpretation of “criminal before civil” and “criminal-civil parallelism” of the logic of the application of procedural law. Finally, in response to the issue of criminalization, Mr. Wang took insider trading, securities market manipulation and other securities crimes as the starting point, and analyzed the procedural connection between the investigation of administrative violations and the pursuit of criminal offenses and the standard of evidence with the well-known “Kangmei Pharmaceuticals Case” and “Roe Deer Island Case” as examples, which inspired the audience. It also analyzed the procedural connection between the investigation of administrative violations and the prosecution of criminal offenses, as well as the problem of evidence standards, which inspired in-depth thinking on the cases of the connection of administrative and criminal offenses.

During the Q&A session, students interacted with Mr. Wang on issues such as “Tianjin Auntie's Air Gun Case” and “Plea and Penalty Leniency System”, with heated discussions and a strong atmosphere on the spot. At the end of the lecture, Dr. Wang Xiaowei, the moderator, concluded that Mr. Wang Jiaming, with his solid legal knowledge and rich experience in handling cases, explained the practical problems of the intersection of criminal, civil and law enforcement from the viewpoint of cases, which provided the students with ideas and selected topics for their future research.

The lecture was rich in content and depth. With his profound professional knowledge and rich practical experience, Mr. Wang broadened the students' legal vision and stimulated their enthusiasm for legal study and research, which is an important inspiration for their future legal career development.
