On June 26, 2025, Attorney Liu Ming, a member of the Central Committee of the China Democratic League (CDL), Deputy Director of the Legal Affairs Committee of the CDL Central Committee, Senior Partner at Beijing Juyou Law Firm, and Member of the Chaoyang District Committee of the Chinese People's Political Consultative Conference (CPPCC), organized a research team for the CDL Municipal Committee's key research project, “Legislative Research on the Regulation on the Construction of the Beijing International Commercial Arbitration Center,” to conduct a specialized survey at the Beijing Fourth Intermediate People's Court (hereinafter referred to as the Fourth Intermediate Court). Vice President Li Yingxin of the Fourth Intermediate Court, Ma Jun, President of the Civil Court (Beijing International Commercial Court), and Judge Hu Huaisong of the Case Filing Division warmly received the research team.


Accompanied by Vice President Li Yingxin, the research team first toured the Fourth Intermediate Court's case filing hall, digital courtroom, internet courtroom, Beijing Court International Commercial Dispute One-Stop Multi-Channel Dispute Resolution Center, Beijing International Commercial Court, Judges' Training Center, and library.


Subsequently, the Fourth Intermediate People's Court and the research team held a research discussion meeting. Vice President Li Yingxin presided over the meeting. She extended a warm welcome to the research team and provided a brief overview of the court's basic situation, including its establishment background, team development, jurisdiction scope, case handling status, and honors and achievements.


Judge Ma Jun introduced cases involving judicial review of foreign-related arbitration and the construction of the litigation-arbitration coordination mechanism. Judge Hu Huaisong introduced the construction of the Beijing Court International Commercial Dispute One-Stop Multi-Disputes Resolution Center.


Liu Ming expressed gratitude to the leadership of the Fourth Intermediate People's Court and introduced the research findings of the project. He stated that, under the strategic backdrop of comprehensively deepening reforms and advancing the development of Chinese-style modernization, the construction of international commercial centers has received widespread support and attention. This year, the Municipal Committee of the China Democratic League has designated the research project on commercial arbitration legislation as a key research topic for political consultation and governance. By gathering experts and scholars to conduct in-depth research, this visit to the Fourth Intermediate People's Court for research and learning has provided valuable professional insights and experience from the judicial authorities. The construction of an international commercial arbitration center cannot be achieved without judicial support and safeguards. During the research, the team deeply felt the value of the Fourth Intermediate People's Court of Beijing in creating a friendly judicial environment for arbitration, which serves as a leading “Beijing brand” in the era. Liu Ming stated that the research team will carefully study and learn from the outcomes of this research, enrich the content of the project, actively promote the application of research findings, and fully deepen understanding, strengthen publicity, and actively contribute to the construction of the Beijing International Commercial Arbitration Center.
