Several lawyers from King&Capital Law Firm were invited to participate in the Second Dianchi Criminal Rule of Law Forum

On August 9, 2025, the Second Dianchi Criminal Law Forum was held in Kunming, Yunnan Province. The forum was co-hosted by the Beijing University Center for the Study of Criminal Issues and the Yunnan Provincial Society of Criminal Law, organized by the Yunnan Branch of the National Prosecutors College and the School of Law at Kunming University of Science and Technology, and co-organized by the School of Law at Yunnan University. The Beijing Juyou Law Firm and 10 other legal service institutions served as supporting organizations. Liang Yali, senior partner at King&Capital Law Firm, director of the King&Capital Criminal Defense Research Center, and executive director of the Chinese Criminal Law Research Association, as well as Li Zhiguang, senior partner at King&Capital Law Firm, Yang Haiming, partner, An Hongpeng, partner, Tang Wanzhuo, lawyer, Sun Ruiqi, paralegal, and Zhang Ling, intern, were invited to participate in the forum.

The forum lasted for two days, with over 260 experts, scholars, and legal professionals from the Standing Committee of the National People's Congress, the Supreme People's Court, the Supreme People's Procuratorate, and judicial and legal institutions, universities, and law firms from 12 provinces and municipalities including Beijing, Shanghai, Zhejiang, Jiangsu, Guangdong, Hubei, Sichuan, and Yunnan attending the forum. They focused on the theme of “Criminal Governance of Bribery Crimes” and engaged in in-depth discussions and intellectual exchanges.

Through keynote speeches, specialized discussions, dialogues between prosecution, defense, and judiciary, and free discussions, the forum delved into topics such as the judicial determination of new forms of隐性贿赂 (hidden bribery), the judicial determination of bribery crime forms, the coordination mechanism for handling official duty crimes, and substantive and procedural issues related to bribery crimes, promoting the integration and mutual advancement of legal theory and judicial practice.

The opening ceremony was hosted by Chen Weiqiang, Professor and Deputy Dean of the Kunming University of Science and Technology Law School and President of the Yunnan Provincial Society of Criminal Law.

At the opening ceremony, Wang Guanghui, Party Secretary and Procurator-General of the Yunnan Provincial People's Procuratorate, delivered a speech, pointing out that the first Dianchi Criminal Law Forum had successfully established a high-level platform for criminal law academic exchange. This forum, focusing on the theme of “Criminal Governance of Bribery Crimes,” holds significant practical significance. He expressed hope that participants would freely share their insights and contribute valuable perspectives to collectively devise effective solutions for addressing the challenges of bribery crime governance. Wang Guanghui emphasized the need to further deepen cooperation between the procuratorate and academia through the forum, building a bridge between theoretical research and judicial practice, strengthen collaboration between the procuratorate and the legal profession to promote the development of the legal profession community and fair justice, enhance interdepartmental coordination to weave a tight legal net against bribery crimes,凝聚共识、推动实践,拓展运用好论坛成果,为构建精准、协同、高效的贿赂犯罪刑事治理体系,贡献出属于滇池刑事法治论坛的独特力量。

Che Hao noted in his address that that the issue of official misconduct is currently prominent. While the anti-corruption struggle has achieved significant results, it has also revealed a series of controversial issues at different levels, such as judicial characterization and the interpretation of criminal policies. Addressing and resolving these issues appropriately is a shared task for both the academic and practical communities. He hopes that through this platform for practical and theoretical professionals to exchange views on major criminal issues, all parties can gather together to share their insights and spark inspiring ideas.

On August 9, the opening day of the conference, Liang Yali, director of the Criminal Defense Center of King&Capital Law Firm and executive director of the Chinese Criminal Law Research Association, served as the host of the conference summary session, and Yu Gai, professor at Shanghai Jiao Tong University's Kaoyuan Law School and vice president of the Chinese Criminal Law Research Association, summarized the conference.

The holding of this forum not only provided a platform for legal professionals to exchange ideas but also injected new vitality and momentum into the improvement and development of the criminal governance system for bribery crimes. Under the joint efforts of the experts, scholars, and colleagues in attendance, the forum will spark more innovative ideas,凝聚 greater consensus on action, and contribute to the construction of a more just, efficient, and collaborative criminal legal system
