On the afternoon of January 10, 2026, the Criminal and Civil Interdisciplinary Law Committee of Xi'an Lawyers Association successfully held the “Special Lecture on Difficult Issues of Judicial Practice on Environment, Food and Drugs”, and invited Mr. Tang Jianbin, Director of the Research Center of Environment, Food and Drugs of King&Capital Law Firm, and Mr. Zhang Sijia, Deputy Director of the Center, to be the guest speakers. Municipal law association vice president Ge Lin, Li Hongliang, deputy director of the committee, members and the city lawyers through the online and offline way to participate in the cumulative number of participants reached more than 1200 people. The lecture was presided over by Wu Ke, director of the Municipal Lawyers Association Criminal and Civilian Cross-Legal Specialized Committee.

In the lecture session, Tang Jianbin lawyers around the “food and drug crime hot and difficult issues in the defense of ideas” to start a systematic explanation. He pointed out that the defense of food and drug crimes is essentially an advanced form of drug crime defense, with a complex chain of custody of physical evidence, double evidence qualitative highlights, larger space for legitimate business and other characteristics. The defense work should focus on four major directions: one is to review the chain of custody of physical evidence and qualitative evidence; the second is to grasp the subjective knowledge of the determination of the standard; the third is to accurately approve the number of crimes; and the fourth is to reasonably select the favorable charges. Mr. Tang further suggested that it is appropriate to adopt the collaborative working mode of “professional lawyers + legal experts + industry experts + media experts” in handling this kind of cases, in order to comprehensively enhance the effectiveness of the defense and the quality of the cases.

Ms. Zhang Sijia made an in-depth analysis on the topic of “Difficulties in Determining and Responding to Environmental Pollution Crimes” from the dimensions of criminal entities and evidence review. At the entity level, she emphasized that the principle of modesty in criminal law should be adhered to, so as to avoid unduly expanding the scope of incrimination; at the same time, human health should be taken as the core, and emphasis should be placed on the evaluation of the antecedent illegal acts and substantive harms. At the evidence level, Ms. Zhang focused on the review of the legality and relevance of the evidence, and instructed the lawyers on how to accurately identify the contradictions and loopholes in the chain of evidence, so as to build an effective defense strategy. In addition, she also combines the legislative evolution and practical difficulties of environmental pollution crimes with a detailed compendium of key points for the defense of illegal disposal of hazardous waste cases, which provides both systematic and operational methodological support for handling environmental, food and drug-related criminal cases.

The content of this seminar is detailed and closely related to the practice, the two guests shared both theoretical height and practical experience, effectively expanding the thinking path and strategy toolbox of the attorneys in the defense of EFD criminal cases.
