The Baoding Intellectual Property Association and the Baoding Baigou New Town Intellectual Property Association are thoroughly implementing the strategy to build China into a leading nation in intellectual property. They are publicly soliciting experts nationwide for the Joint Intellectual Property Expert Pool (Baoding IP Association Document [2026] No. 1), with the aim of fully leveraging the experts’ advisory role in intellectual property policy formulation, project evaluation, rights protection assistance, dispute mediation, publicity, and training, and further enhancing the levels of intellectual property creation, utilization, protection, management, and services. Following procedures including eligibility review, comprehensive evaluation by an expert panel, and public notice, the final list of experts admitted to the pool has been determined. Experts in the pool will serve a three-year term and will participate in the deliberation of local intellectual property policies, award selection, infringement determinations, the resolution of cross-border disputes, and legal consultations on new business models such as AI-generated design infringement.

Liu Zhihan is a senior partner at Beijing King&Capital Law Firm and holds a Doctor of Law degree. She previously studied in the United States under the guidance of Dr. Henry C. Lee, the internationally renowned Chinese-American forensic scientist, researching criminal investigation and scientific evidence. She also serves as an adjunct professor and master’s thesis advisor at several universities, including Renmin University of China, Northwest University of Political Science and Law, and Beijing University of Chemical Technology.
Attorney Liu Zhihan specializes particularly in the protection of trade (technical) secrets and the handling of intellectual property criminal cases (both prosecution and defense). On June 15, 2021, she was named a “Legal and Political Elite” by the magazine *Fangyuan*, published by the Supreme People’s Procuratorate, and was featured in a special interview. On November 5, 2021, she was selected as an expert for Zhejiang Province’s think tank in the field of trade secrets. In 2023, in recognition of her outstanding achievements in trade secret protection and intellectual property criminal law, she was named one of “China’s 50 Elite Intellectual Property Lawyers Under 50” by IPR Daily.
Attorney Liu Zhihan led the drafting of industry standards and guidelines such as the *Commercial Secret Management Standards for Enterprises in the Petroleum and Chemical Industry* and the *Guidelines for Administrative Law Enforcement on Commercial Secrets in the Tianjin Economic-Technological Development Area*, and participated in a series of legislative and amendment activities related to commercial secrets. He has published three monographs: *Judicial Rulings on Criminal Cases Involving Intellectual Property Infringement*, *The Complete Book on Commercial Secret Protection—Judicial Rulings and Practical Operations*, and *A Study on the Pre-Trial Injunction System for Intellectual Property*, as well as dozens of professional academic articles.
Xu Wei, a partner at Beijing King&Capital Law Firm, specializes in “digital criminal defense,” focusing not only on the governance of crimes in the digital space but also on leveraging digital technology to enhance criminal defense capabilities. His research in this field centers on issues such as the determination of technical facts, the examination of electronic data, the protection of data rights and interests, the classification of virtual assets, the application of platform rules, and the governance of cross-border crimes. He is the author of *Case Studies on Cybercrime*.
Attorney Xu Wei is an Outstanding Defense Attorney of the Beijing Lawyers Association and the champion of the first Beijing Youth Criminal Defense Moot Court Competition. He currently serves as a member of the Beijing Lawyers Association Think Tank and the Research Group on Major and Complex Cases; a lawyer in the Criminal Appeal Lawyer Pool of the Supreme People’s Procuratorate; an expert in the *Rule of Law Daily* Expert Pool; and a contributing expert author for LexisNexis. He also serves as Secretary-General of the King&Capital Research Center for Financial and Securities Crimes and the Research Center for Complex Criminal Cases; Deputy Secretary-General of the King&Capital Law Firm Research Center for Defense Against Official Misconduct; and Head of the Cybercrime Research Group under the Criminal Law Committee of King&Capital Law Firm.
