It provided a systematic interpretation of three core changes: the comprehensive upgrade of standards for conviction and sentencing, the criminalization of new forms of covert corruption, and the rules for asset recovery. Drawing on the multifaceted roles of state-owned enterprise personnel—who simultaneously serve as Party members, public officials, and corporate managers, they conducted an in-depth analysis of the mechanism linking disciplinary and legal procedures. They emphasized that key thresholds—such as the 30,000 yuan threshold for criminal liability for embezzlement and bribery, the 200,000 yuan sentencing threshold, and the 3 million yuan threshold for severe penalties—must be firmly committed to memory. They also provided specific preventive measures for high-frequency criminal risks, including the improper acceptance of gifts, non-compliant decision-making, and engaging in profit-making activities in violation of regulations.
