Recently, two senior international lawyers, Fred Chang (Zhang Xichun) and Russell Leu (Liu Guanlin), officially joined the International Practice Department of King&Capital Law Firm as Senior Legal Counsel.

Fred Chang is a seasoned lawyer with extensive experience in cross-border transactions. He has served as a partner at several international law firms, including White & Case, Lovells, and Morgan Lewis, and began his legal career at Debevoise & Plimpton. He has also held positions at international financial institutions such as Goldman Sachs and Deutsche Bank.

Leveraging his multidisciplinary experience in non-recourse financing, banking and capital markets, and multi-jurisdictional transactions, the team will further refine its end-to-end service capabilities—from financing structure design and transaction documentation to concession arrangements and cross-border risk allocation—to develop bank-acceptable transaction structures for Chinese enterprises undertaking overseas energy investment projects, particularly in infrastructure investment and financing. This approach balances financing feasibility with transaction executability while providing legal support that meets international standards.

Russell Leu | Senior Legal Counsel
Russell Leu is an international commercial lawyer with extensive cross-border practical experience and legal education, who has long been based in both Honolulu and Beijing. He began his legal career in Hawaii, where he practiced in the areas of corporate law, creditors’ rights, and bankruptcy and restructuring, and gradually expanded into cross-border legal services. He played a key role in establishing Taft Stettinius & Hollister LLP’s Beijing office and developing its China practice, and later worked at the Beijing office of Sheppard Mullin Richter & Hampton on international transactions, China-related investment structures, foreign investment, and cross-jurisdictional compliance.
Russell Leu is an international business lawyer with extensive experience in cross-border practice and legal education, and has worked for many years in Honolulu and Beijing. He began his legal career in Hawaii, practicing in corporate matters, creditors’ rights, and bankruptcy and restructuring, before gradually expanding into cross-border legal services. Russell Leu attended the Eisenberg School of Management at the University of Massachusetts Amherst and later earned a Bachelor of Business Administration from the Sidler College of Business at the University of Hawaii at Manoa; he then attended the University of San Francisco School of Law, where he received his Juris Doctor (J.D.) degree, and completed two federal judicial clerkships in the U.S. District Court for the Northern District of California. He is admitted to the Hawaii Bar and is authorized to practice in the courts of the State of Hawaii and the relevant federal courts.
Russell Leu studied at the Isenberg School of Management at the University of Massachusetts Amherst and later earned his Bachelor of Business Administration from the Shidler College of Business at the University of Hawaiʻi at Mānoa. He further advanced his legal education by obtaining his Juris Doctor (J.D.) from the University of San Francisco School of Law.
