On September 12–13, the Beijing Lawyers Association successfully held a “Specialized Training Course on Construction Project Legal Practice in the New Era.” Wang Chunjun, a member of the Management Committee and senior partner at King&Capital Law Firm, was invited to deliver a presentation titled “Legal Services Provided by Attorneys and Risk Management in General Contracting Projects.”

Addressing the regulatory changes brought about by the “Interpretation on Construction Law (II),” which will take effect in 2026, Attorney Wang Chunjun used the “Seven-Step Method” (review the contract, assess quality, verify project volume, calculate project payments, analyze disputes, determine interest, and confirm jurisdiction) as a framework. He systematically outlined key changes regarding the classification of EPC and general construction contracts, the validity of bidding and tendering, regulations on illegal subcontracting such as “borrowing a license” and “subcontracting,” and the right of subrogation for actual contractors. Drawing on diverse scenarios including residential construction, new energy, and international engineering projects, he focused on analyzing high-frequency disputes such as adjustments to fixed lump-sum prices, coordination with administrative audits, the scope of priority claims, the validity of “back-to-back” clauses, and conflicts of jurisdiction between arbitration and litigation. This provided a clear and actionable legal service framework for end-to-end risk management and dispute resolution in general contracting projects.
