To implement the “Outline for Building a Strong Country in Intellectual Property (2021–2035)” and the “Opinions on Strengthening Intellectual Property Protection,” and to accelerate the development of Haikou as a leading city in intellectual property, the Haikou Municipal Market Supervision Administration is now publicly soliciting experts nationwide for its Intellectual Property Expert Pool in accordance with the “Interim Measures for the Management of the Haikou Municipal Market Supervision Administration Intellectual Property Expert Pool.” The aim is to broadly gather intellectual property think tank resources, fully leverage the professional expertise and advisory roles of experts in areas such as intellectual property infringement determinations, overseas rights protection assistance, and patent navigation, and better provide intellectual support for the high-quality development of intellectual property in Haikou and the optimization of the business environment.
Following procedures including application submission, eligibility verification, and online public notice, the final list of experts was determined. The Haikou Municipal Market Supervision Administration will announce the inclusion of these experts in September 2026 and issue electronic letters of appointment. Experts appointed to the pool will serve a three-year term and provide professional opinions on intellectual property infringement determinations to administrative law enforcement agencies, enterprises, public institutions, exhibition organizers, e-commerce platforms, and other entities, as well as offer consulting services on issues such as the application of law in infringement determinations and legal remedies for intellectual property disputes.

Attorney Xu Wei of Beijing King&Capital Law Firm, drawing on his profound expertise and extensive practical experience in the field of intellectual property, has been successfully selected for the Haikou Municipal Market Supervision Administration’s Intellectual Property Expert Pool (Intellectual Property Infringement Determination Advisory Expert Pool), with a three-year term of appointment (September 4, 2026, to September 3, 2029).
