Recently, the Dalian City Administration and Dalian Bay Subsea Tunnel Co., Ltd. (Dalian City and Tunnel Co.) has appointed Mr. Hua Yang , a partner, and director of the firm's Dalian branch,  as a new committee member of experts for the city's planned construction and development of Dalian's bay underseas tunnel and road extension project. The PPP project is a significant infrastructure project authorized by the Dalian city government.  Hua will provide counsel on project financing aspects of the Dalian Bay and Tunnel Project.

Dalian City and Tunnel Co.'s appointment of Hua came as no surprise as his new role is in line with his expertise on project utility financing.  Hua has invaluable knowledge of all aspects and kinds of project financing dealing with utility, including among a few, municipal transportation, sewage treatment, and gas.  Hua Yang has developed and handled project utility financing through franchising and building-operate/own- transfer (BOT) and franchising vehicles.  He has also provided legal counsel on other projects construction.  In 2018, the Ministry of Finance chose Hua as a legal expert in finance of government projects, and he has participated in PPP Business Review.
