On February 8, 2023, the first phase of "Corporate Compliance Lecture Hall" organized by Beijing CBD Management Committee, Beijing CBD International Investment Service Co. Mr. Zhang Libin, Managing Partner of Foreign Affairs Department of Kyoto Law Firm, was invited to attend the lecture as the guest speaker.
The theme of the first lecture by Mr. Zhang Libin was "Corporate Compliance in China". Given that most of the enterprises attending this seminar are foreign-funded enterprises and many of them are regional headquarters of multinational corporations, Mr. Zhang Libin, based on his 25 years of experience in legal practice and in line with the principle of targeting and based on practice, used the method of "case study" to exchange views on the problems and pain points that foreign-funded enterprises are really concerned about in the course of their operation in China, and also discussed the Chinese government's policies and practices on foreign investment. In addition, he also explained the policies and trends of the Chinese government on foreign investment.
The seminar covered 5 main aspects, Mr. Zhang Libin explained the concept of compliance, its origin and its development in China from the perspective of theoretical development, and provided case studies on compliance regulation, challenges and gaps of foreign companies in China from the perspective of practical operation. The lectures were lively and informative, covering both the changes in the application of laws and compliance for foreign companies in China, as well as topics in new areas such as data exit assessment and ESG compliance. In the end, Mr. Zhang Libin had an in-depth exchange with the guests and executives on the current situation of foreign enterprises' business environment in China and put forward his outlook on the future development.
Mr. Zhang has more than 25 years of experience in international law firms and multinational corporations in the U.S. He is licensed to practice law in New York State and China, and has a wealth of experience in investment, financing, M&A, and regulatory compliance, etc. In June 2022, he joined King&Capital Law Firm in Beijing as the partner-in-charge of the foreign affairs department. Over the years, Mr. Zhang has provided professional legal services for dozens of investment, financing, M&A and compliance system construction projects for many famous enterprises such as Siemens, Hewlett-Packard, Xin'ao Group, Xinjiang Guanghui Group, ABB, etc. Meanwhile, he is also an arbitrator of the arbitration institutions of TIAC, BeiJiazhong, Hongkong Arbitration and OHADA in Africa, and he is also a member of the recently promulgated national standard of China's compliance system, GB/T35770-2022 ( He is also one of the drafters of GB/T35770-2022 ("Compliance Management System - Requirements and Guidelines"), the recently promulgated national standard for compliance in China.
