July 25, 2023, the theme of "scientific and technological innovation to shape the development of new momentum and new advantages" of the Democratic Alliance for the Science and Technology Forum held in Shenyang, and held "Liaoning Democratic Alliance for the revitalization of the Think Tank" inaugural meeting. Vice Chairman of Liaoning Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC), Chairman of Liaoning Provincial Committee of the Democratic League, Academician of the Chinese Academy of Engineering Liu Zhongmin held the forum and attended the inaugural meeting of the think tank. Mr. Wang Guangqian, Vice Chairman of CPPCC National Committee and Executive Vice Chairman of CDL Central Committee, attended the opening ceremony of the forum and delivered a speech. More than 200 people, including experts and scholars inside and outside the League from 30 provinces and cities, participated in the forum activities.

Mr. Liu Ming, senior partner of Beijing King&Capital Law Firm and deputy director of the Legal Affairs Committee of the Central Committee of the Democratic League of China, participated in the Science and Technology Forum and was appointed as an expert of the "Liaoning Democratic League Revitalization Think Tank". The first batch of appointed experts included 7 academicians of the two academies and 44 nationally renowned experts and professors.

The establishment of the Liaoning Democratic League Revitalization Think-tank is a concrete initiative of the Liaoning Democratic League Provincial Committee to implement the Three-Year Action Plan for New Breakthroughs in Liaoning's Comprehensive Revitalization. The experts of the think-tank will focus on key topics, provide professional opinions and suggestions through empirical and technical research, and effectively give play to the functions of the Liaoning Democratic League Revitalization Think-tank in terms of professional consulting, political participation in information, and research on topics, so as to build up a base for cultivating and practicing the high-end talents of Liaoning People's League for participation in and discussion of political affairs. Provide high-level and systematic advice for the revitalization of Liaoning. It will provide high-level, systematic and multi-faceted intellectual support for the revitalization of Liaoning.
