Recently, the first province's rule of law construction of the young backbone of the same training course was successfully held in Liaoning Lawyers College. All China Lawyers Association Criminal Practice Committee consultant, founder and honorary director of King&Capital Law Firm, Tian Wenchang was invited to give a “out of the criminal procedure concept of misunderstanding” theme speech. The training was themed on criminal rule of law and hot and difficult issues of criminal practice, and was attended by 150 participants from public security, procuratorates, courts and lawyers at city and county levels across the province.

Tian Wenchang lawyers around the criminal procedure practice of the “ten misunderstandings” case teaching and jurisprudence, to help students set up the correct criminal procedure thinking concept, master the standard operating procedures, and effectively promote the level of judicial practice. Relevant comrades from the Legal Policy Research Office of the Supreme People's Procuratorate gave in-depth lectures on a number of difficult and complex issues in current criminal practice. The course covered the relevant initiatives of the Third Plenary Session of the 20th CPC Central Committee on Judicial Reform and important contents such as the concept of the rule of law, judicial culture, legal thinking, etc., and at the same time, it also gave lectures on the application of 11 relevant laws such as network piracy and other hot and difficult issues such as the justice of the public opinion and the judicial public opinion, and the judicial concept of handling cases and methods of response. At the same time, it also taught the judicial concept of case handling and response methods to 11 relevant legal application issues such as cyber theft, as well as hot and difficult issues such as judicial opinion and judicial opinion.

At the training course, Zhang Xuanjing, a special researcher of the Forensic Accounting Research Center of China University of Political Science and Law, lectured on the review and application of accounting audit opinions; the relevant comrades of the Research Office of the Supreme People's Court interpreted the issues of grasping the legislative intent, adhering to the principle of the statute of limitations on crimes and penalties, realizing the unity of legal reasoning and sentiment, and ensuring the logic of circumspection by means of judicial interpretation, and provided specific guidance on the handling of the relationship between extraterritorial experience and legal tradition, and the integration of the function of criminal law and its moderation.
