On 22-24 May 2024, the Hong Kong Independent Commission Against Corruption (ICAC) held its 8th International Conference at the Hong Kong Convention and Exhibition Centre under the theme “A New Path to a Clean World”. The Conference was jointly organized by ICAC and IAACA. It attracted more than 500 representatives of anti-corruption and law enforcement agencies and institutions from around the world from about 180 organizations. Ms. Liang Yali, Senior Partner of Beijing King&Capital Law Firm and Director of Kyoto Criminal Defense Research Center, was invited to attend the conference.

The international conference kicked off with a number of presentations. Fu Kui, Deputy Secretary of the Central Commission for Discipline Inspection and Deputy Director of the State Supervision Commission, delivered a speech on deepening the global fight against corruption; Mr. Justice Andrew Cheung, Chief Justice of the Court of Final Appeal of Hong Kong, explained the importance of the rule of law in the fight against corruption; Mr. Ghada Fathi Waly, Director-General of the United Nations Office at Vienna (UNOV) and Executive Director of the United Nations Office on Drugs and Crime (UNODC), explored threats and opportunities on the road to eradicating graft and corruption; and Mr. K.K. Cheung, Acting Secretary for Justice The Acting Secretary for Justice, Mr. K.K. Cheung, elaborated on the Department of Justice's firm stance in upholding the rule of law and supporting anti-corruption efforts.

More than 30 distinguished speakers from anti-corruption agencies, regulatory bodies, judiciaries, renowned research institutes, international organisations and distinguished contributors in the field of anti-corruption from different jurisdictions will share their insights and experiences on the current challenges and strategies in the international fight against corruption and the four themes of the seminar. The four themes are “Sustained International Cooperation for a Clean Future”, “Maintaining the Mission of Anti-Corruption and Addressing the Current Challenges”, “Public-Private Partnerships and Sharing the Fruits of Collaboration” and “Public-Private Partnerships and Sharing the Fruits of Collaboration”. The four themes are “Sustaining International Cooperation for a Clean Future”, “Addressing Current Challenges by Maintaining the Mission of Corruption Prevention”, “Public-Private Partnership for Sharing the Fruits of Collaboration”, and “Uniting the Strengths of Youth to Create a Clean Generation”.

In the morning of May 25, representatives from the functional departments of the Independent Commission Against Corruption (ICAC) hosted two thematic workshops on “Law Enforcement” and “Corruption Prevention and Education” at the ICAC Headquarters. The workshop focused on two topics: 1) the use of information and communications technology (ICT) to enhance governance and internal control; and 2) the establishment of an online community to promote anti-corruption education and integrity awareness.

Session 1 consisted of two sessions. Session 1 introduced the Digital Corruption Prevention Framework (DCF) launched by the Independent Commission Against Corruption (ICAC) of Hong Kong, China, which provides guiding principles on how to improve the efficiency of corruption prevention through the use of information and communications technology (ICT). The second session was a case study on how digital technology can be utilized in Hong Kong to enhance internal controls in the procurement process. Through the lectures and case studies, participants gained practical skills to enhance governance, strengthen control and prevent corruption through digital transformation. Session 2 focused on how the Independent Commission Against Corruption (ICAC) of Hong Kong, China, has made proper use of the platform to build an online community to promote anti-corruption work and enhance public awareness of integrity. Participants were able to learn about the educational and promotional strategies adopted by the ICAC, from conceptualization to content development, to facilitate active participation of the online community. The seminar shared a series of lively and interesting case studies to demonstrate how the ICAC has been able to cater to different target groups in various sectors of the community through innovative products and activities.

About the Eighth International Conference of the Independent Commission Against Corruption (ICAC) of Hong Kong

The ICAC International Conference is the eighth international conference organized by the Independent Commission Against Corruption (ICAC) in Hong Kong since 2000. The conference aims to provide a platform for the sharing of knowledge and exchange of experience among anti-corruption practitioners and professionals from all over the world.

The Co-organiser of the Conference, the Federation, was established in 2006 and is the first organization of its kind for anti-corruption agencies around the world to advocate the effective implementation of the United Nations Convention against Corruption (UNCAC) and to promote international cooperation in the fight against corruption. So far, more than 170 anti-corruption organizations from around the world have joined the Federation. The Commissioner of the Independent Commission Against Corruption (ICAC), Mr. Henry Wu, will be the Chairman of the Association from September 2023 onwards.
