On June 23, 2025, the Northeast Chamber of Commerce Legal Professional Committee held an unveiling ceremony at Beijing's Kyoto Law Firm. Tian Wenchang, Honorary Director of King&Capital Law Firm, Zhu Yonghui, Director, Chu Changzhi, Managing Partner and CEO, Liang Yali, Senior Partner, Cong Lin, Chairman of Qiqihar Hundred Flowers Group and Executive Vice President of the Northeast Chamber of Commerce, Huang Jin, Chairman of Yixin Technology Co., Ltd., and Xiao Yuanhua, Director of the Beijing King&Capital Legal Consulting Center, jointly unveiled the “Northeast Chamber of Commerce Legal Professional Committee.”
Cong Lin, Chairman of Qiqihar Baihua Group and Executive Vice President of the Northeast Chamber of Commerce, noted that Baihua Group originated in Northeast China. As the company expanded, entrepreneurs recognized significant gaps in the current market, particularly in legal awareness, legal knowledge training, compliance system construction, and managing government-business relations. Additionally, Cong Lin noted that enterprises in the northern industrial hub are responding to national policies with significantly increased demand for overseas expansion and international trade. However, in practice, they face complex obstacles in customs and other international trade procedures, lacking legal protection in international connectivity. He hopes that through the establishment of the Northeast Chamber of Commerce Legal Professional Committee, mutual assistance among multiple parties will help Northeast enterprises overcome these challenges.
Huang Jin, Chairman of Yixin Technology Co., Ltd., proposed three topics worthy of discussion based on his professional expertise and work experience. First, in terms of overseas services, he suggested that lawyers could consider expanding into non-traditional risk management services for overseas investment projects. Second, enterprises can consider seizing overseas listing opportunities, with law firms and enterprises mutually assisting each other to facilitate compliant transformation. Finally, Huang Jin pointed out that ESG and green development are emerging business areas with great potential. How to implement assessment work and convert it into specific service solutions usable by enterprises is where legal institutions should focus their efforts.
Tian Wenchang, Honorary Director of King&Capital Law Firm, proposed four principles for building corporate legal cooperation relationships: First, mutual trust-based cooperation, establishing a cooperative foundation of “trust those you employ, and do not employ those you distrust”; second, refined services, with corporate legal advisors deeply involved in corporate management scenarios, shifting from passive response to active gatekeeping; Third, binding cooperation, where legal advisors need to participate in the entire process from project establishment, clause negotiation, and agreement review, throughout the decision-making process. Fourth, substantive protection, where lawyers are deeply involved, not just superficially, and have a comprehensive understanding of the company's operations, providing implementable risk control solutions.
Zhu Yonghui, director of King&Capital Law Firm, expressed his firm confidence and vision for cooperation in the establishment of the special committee. Liang Yali, senior partner at Kyoto Law Firm, introduced the comprehensive and systematic service model of the legal team when serving corporate clients. She stated that the legal team adopts a “health check-up” review model in the early stages of service to accurately identify enterprise risk points, and then tailors solutions based on client needs. She hopes that through the establishment and unveiling of this specialized committee, the pain point of enterprises “not knowing how to use or effectively utilize lawyers” can be addressed, and a service model tailored for Northeast enterprises can be innovatively developed.
Xiao Yuanhua, director of the Beijing King&Capital Legal Consulting Center, briefly discussed the original intention of establishing the Northeast Chamber of Commerce Legal Professional Committee. She said that the purpose of this cooperation is to deeply integrate resources and promote enterprise empowerment. In the face of demands such as “high-risk client representation” and “enterprise compliance operations,” starting with enterprises in Northeast China, the committee will explore creative and diversified legal service models, establish effective and standardized service content, and lay the foundation for future nationwide enterprise law cooperation.
King&Capital and the Northeast Chamber of Commerce also held discussions on business cooperation, such as deepening exchanges and long-term joint construction.
