Recently, “2025-2026 China-Malaysia New Energy International Cooperation Roundtable”, organized by New Energy Overseas Development Alliance, co-organized by King&Capital Law Firm and undertaken by Beijing Huabiao New Energy Technology Research Institute, was successfully held in Beijing.


Executives of Chinese energy companies, industry experts and legal compliance consultants gathered together, including Trowers&HamIins, Yingchen New Energy, Guolian, Sunrise Orient, Eleven Technology, Sinovel, Chint Intelligent, Shangneng Electric, Zhong Palau Construction, Zhong Green Energy, Binhai Huayao, Yinghua Zhuoren, Hengyuan New Energy, Zhejiang Oulibe, Dahua Science & Technology, Fengfuji ZhiLeng, Aodwit and Kaili Valve, Bank of Ningbo, Nanjing Office in Beijing, Chinese Academy of Sciences, Tsinghua University, North Normal University, University of Geology, Foreign Trade and Economic Cooperation, Enying Innovation Think Tank, Longan Law Firm and other institutions to participate in the in-depth discussions around the three core issues of Malaysia's new energy market potential, tariff mechanism reform, the bidding practice, and to build an efficient docking platform for bilateral cooperation.

As a core economy of ASEAN and an important partner of the “Belt and Road”, Malaysia is accelerating its energy transformation, and its National Energy Transformation Roadmap specifies the strategic goals of 40% renewable energy by 2035 and carbon neutrality by 2050. By the end of 2023, Malaysia's installed capacity of renewable energy has reached 9.8 GW, accounting for 32.7% of the total installed capacity of electricity, of which solar power accounted for the highest proportion, and the market size is expected to increase to 45 billion ringgit in 2030, showing strong growth momentum.

Two signing ceremonies were held during the meeting. Beijing Huabiao New Energy Technology Research Institute signed the agreement of Huabiao Intelligent Supply Chain Platform with Beijing King&Capital Law Firm and Sunrise Oriental Electric Power Technology Co, Ltd, marking a key step in the practice of empowering the international cooperation of new energy industry with platform service.


The reform of electricity tariff mechanism became the focus of this roundtable. Regarding the new tariff structure of the fourth regulatory cycle (RP4) that will come into effect in July 2025 in Malaysia, the participating experts pointed out that the reform simplifies tariff classification by voltage level, introduces the automatic fuel adjustment (AFA) mechanism, realizes fairer and more transparent tariffs, and expands the tariffs of peaks and valleys to the fields of residential electricity and low-voltage non-residential electricity, providing new energy projects with clearer price signals. Signal. Combined with practical cases, King&Capital Law Firm team suggested that Chinese enterprises need to pay attention to the differences in the grid connection standards of different states, and dock with the energy management department in advance to avoid compliance risks.

At the same time, the guests focused on Malaysia's large-scale solar projects (LSS) bidding mechanism, East Malaysia Sabah and Sarawak region development opportunities to carry out practical exchanges. It is reported that Malaysia has completed five rounds of LSS bidding, the sixth round of plans to add 1.5 GW of installed capacity, the field of offshore wind power will also start the first 500 MW demonstration project before 2027.

The person in charge of the New Energy Overseas Development Alliance said that this roundtable coincides with the critical window period of Malaysia's chairmanship of ASEAN, and will continue to promote the technical docking and project cooperation between Chinese and Malaysian enterprises in the fields of photovoltaic, energy storage, and smart grids, and to help enterprises grasp the opportunities of the policy and participate in the market competition in a compliant manner.

The success of this roundtable has further strengthened the dialogue foundation of China-Malaysia new energy cooperation, and built a professional platform for policy interpretation, resource docking, risk prevention and control for enterprises of both sides. As bilateral cooperation continues to deepen, it will inject more power into the energy transformation of the ASEAN region and jointly write a new chapter in the construction of the green “Belt and Road”.
