In December 2009 the 12th China- Norway Human Rights and Justice Conference was held. Wang Jiuchuan attended and made the concluding speech.

Wang Jiuchuan visited the parliament, court and university of Northern Norway and discussed the political, economic and living conditions of the population. In the formal meeting, Wang Jiuchuan communicated with judges, prosecutors, defense lawyers, university professors, diplomats and related people. Finally, he made a speech about the defense rights of detainees, custodial management methods and the rights of mental patients.
