Africa Legal Affairs Center Successfully Assists in Holding the Seminar of “Chinese Enterprises Investing Abroad”

The Seminar of “Chinese Enterprises Investing Abroad”was held on March 28th in Beijing. The China Africa Joint Chamber of Commerce and Industry and the Africa Legal Affairs Center jointly held the seminar.More than 140 representatives of Chinese enterprises in the fields of logistics, insurance, infrastructure construction, fishing, animal husbandry and high technology participated in the seminar.

Mr. Zhou Zhen-Cheng, from the Department of Outward Investment and Economic Cooperation of the Ministry of Commerce of China, made a speech entitled“The Policy and Opportunities for Chinese Enterprises Investing Abroad”, Mr. RenJi-sheng, the Honorary Director of King and Capital Law Firm made a speech entitled“The Cooperation Between China and Africa Enters A New Age”, Mr. Gong Pi-guo, a Partner of King and Capital made a speech entitled“Risk Prevention for Chinese Enterprises Investing in Africa”. Mr. Han Liang, Ms. Catherine Guo, Mr. Xiao Shu-wei, Mr. Edward Huang and Mr. Zhou Zhen-guo from the Africa Legal Affairs Center of King and Capital answered the questions raised by the representatives of the enterprises. After the seminar, dozens of the representatives made further communication with the lawyers from King and Capital, and expressed their opinion that the prevention of risks in investment and local laws are the most important things in investment in Africa. King and Capital can provide professional legal services in finance, foreign investment and international dispute resolution.

Along with the rapid development of the economies of China and Africa, the investment to Africa from China has been increasing gradually. In 2012, the trade volume between China and Africa was USD 198.4 billion, which increased 19% compared to 2011. Africa has been the largest trade partner for China since 2009.

However, due to the politics, history, culture and laws in Africa, Chinese enterprises investing in Africa have encountered many risks and disputes. In order to promote the development of China-Africa trade, and meet Chinese enterprises’ requirements, the China Africa Industrial Forum and King and Capitalestablished the "Africa Legal Affairs Center"

The "Africa Legal Affairs Center" is the first professional team specializing in providing African related legal services. The consultants of the "Africa Legal Affairs Center" include Liu Li-de, the former Chinese Ambassador to Somalia, An Yong-yu, who served successively as Chinese Ambassador to Namibia and Kenya, Huang Gui-fang former Chinese Ambassador to Zimbabwe, Wang Cheng-an, the former Vice Director of the Department of Aid to Foreign Countries of the Ministry of Commerce of China, He Wen-ping, the Director of the African Studies Office of the Chinese Academy of Social Sciences, Li An-shan, the Director of the Center for African Studies at Peking University and others experts familiar with African affairs.

Recently, the President of China, Xi Jin-ping participated in the BRIC Summit in South Africa, visited three countries within Africa, and signed several China Africa cooperation agreements. He also confirmed the intention to offer a loan of USD 20 billion to Africa. It can be expected that Chinese enterprises’ investment to Africa will enhance significantly. The success of the BRIC Summit is playing an important role in promoting China Africa trade and helping Chinese enterprises to know more about African laws.
