The Inauguration Ceremony for King&Capital Law Firm’s “Research Center for Defense and Prevention of Business-Related Crimes” Was Successfully Held

On May 6, 2026, the “Research Center for the Defense and Prevention of Business-Related Crimes” at King&Capital  Law  Firm was officially inaugurated in Beijing. In attendance were Professor Fan Chongyi, Honorary Dean of the Institute of Procedural Law at China University of Political Science and Law; Tian Wenchang, founder and Honorary Director of King&Capital  Law  Firm; Professor Wang Jianbo, Executive Director of the Research Center for Integrity and the Rule of Law at the Capital University of Economics and Business; and Associate Professor Liu Chuangao from the School of Law at Capital University of Economics and Business, along with dozens of other experts and scholars, attended the inauguration ceremony. Also present were Chu Changzhi, Managing Partner and CEO of King&Capital Law Firm; Xu Ying, Director of the Center, and several members of the leadership team; as well as representatives of lawyers from both within and outside the firm and corporate legal counsel. The event was presided over by Attorney Weng Xiaoping, Senior Partner at King&Capital Law Firm and Executive Director of the King&Capital Research Center for Defense and Prevention of Corporate Crimes.

Chu Changzhi, Managing Partner and CEO of King&Capital Law Firm, entrusted by Zhu Yonghui, Director of the firm, welcomed all guests on behalf of King&Capital Law Firm and congratulated the establishment of the Research Center for Defense and Prevention of Corporate Crimes. He expressed his hope that the Research Center would leverage its platform advantages to cultivate a professional team, coordinate legal resources nationwide, provide integrated legal services to enterprises, and further enhance the reputation of King&Capital Law Firm’s specialized brand in corporate crime defense and prevention across the country.

Fan Chongyi, Professor and Doctoral Advisor at China University of Political Science and Law

Professor Fan Chongyi, a leading legal scholar, professor at China University of Political Science and Law, doctoral supervisor, and Honorary Dean of the Institute of Procedural Law at China University of Political Science and Law, extended his warm congratulations on the establishment of the King&Capital Law Firm Center for Defense and Prevention of Corporate Crimes during his address. He noted that the center’s establishment signifies a further move toward the deep integration of King&Capital Law Firm’s legal practice with professional expertise, research, practical application, and academia—a path of high-quality development. He emphasized that the establishment of the Center is a response to the “Six Adherences” outlined in the central government’s 14th Five-Year Plan, particularly the commitment to high-quality development. He stressed the need to address issues of specialization and prioritize safety and high-quality, efficient development.


Professor Fan Chongyi offered directional recommendations for the Center’s development. In response to current judicial irregularities, he suggested prioritizing research on the following issues: 1. Clarifying the boundaries between criminal, civil, and administrative litigation, and studying best practices for handling complex cases involving all three; 2. Investigating how to address the criminalization of civil and commercial disputes; 3. Examining jurisdictional irregularities such as those related to deep-sea fishing and non-standard cross-jurisdictional jurisdiction; 4. Investigate difficult issues regarding the application of law in financial crimes involving enterprises. Finally, Professor Fan Chongyi proposed a methodology for high-quality and efficient development of the Center’s work, suggesting that staff should be adept at identifying legal relationships, mastering the application of law, and utilizing the “Three Principles” (natural justice, legal principles, and moral considerations) to help provide high-quality legal services.

In his opening remarks, Attorney Tian Wenchang, Founder and Honorary Director of King&Capital Law Firm, noted that the firm’s various research centers have been established in succession, demonstrating vigorous growth, with research directions becoming increasingly specialized and refined. Currently, disputes over the boundaries between the protection of private enterprises and criminal regulation in the field of enterprise-related crimes are prominent and have attracted widespread attention. The King&Capital Research Center for Enterprise-Related Crime Defense and Prevention was established in response to these industry hotspots and judicial challenges. He emphasized the need to adopt a research approach that treats “small issues as major ones,” delving deeply into case studies and theoretical research. At the same time, he advocated for a philosophy of “a hundred flowers blooming,” leveraging the research center’s professional strengths, pooling internal resources, and collaborating with academic experts to deepen the integration of theory and practice. The goal is to establish King&Capital Law Firm as a key platform in China’s legal sector that combines theory with practice, thereby contributing its due share to the development of the rule of law in the country!

Subsequently, the Center held a grand unveiling ceremony. Fan Chongyi, Tian Wenchang, Wang Jianbo, Liu Chuangao, Chu Changzhi, and Xu Ying jointly unveiled the plaque for the King&Capital Law Firm Research Center for Defense and Prevention of Business-Related Crimes, officially marking the Center’s establishment.


Following the unveiling ceremony, Fan Chongyi presented the letter of appointment to Xu Ying, Director of the King&Capital Law Firm Research Center for Defense and Prevention of Business-Related Crimes.

In her subsequent address as Center Director, Attorney Xu Ying noted that criminal risks facing enterprises and entrepreneurs are currently characterized by high incidence, concentration, and penetration across the entire business chain. The implementation of the “Second Interpretation on Embezzlement and Bribery” by the Supreme People’s Court and the Supreme People’s Procuratorate has signaled a stricter crackdown on occupational crimes in private enterprises, making it imperative for private enterprises to strengthen their preemptive internal control and compliance defenses.

Building on the practical experience of the King&Capital Law Firm Criminal Defense Team, the “Kyoto Research Center for Corporate Crime Defense and Prevention” adheres to the philosophy of “identifying issues through defense and mitigating risks through prevention.” It is committed to distilling recurring risk points from individual cases into actionable and implementable compliance recommendations, thereby truly extending legal services from “post-incident remedies” to “pre-incident prevention.”

Moving forward, the Center will focus on four key research areas: first, practical research on high-incidence criminal charges involving enterprises and entrepreneurs; second, practical research on the intersection of criminal, civil, and administrative law and compliance development; third, research on the productization of risk maps for key industries; and fourth, the assessment of criminal risks associated with new business models. Xu Ying emphasized that the Center is an open platform serving the industry, with a young and dynamic team. She cordially invites industry peers to join hands in building this initiative, to uphold our professional commitment, to deepen our expertise in both theory and practice, and to assist enterprises in preventing and mitigating criminal legal risks.
