On May 25, 2026, the unveiling ceremony for the “China University of Political Science and Law School of Criminal Justice-Kyoto Teaching and Research Base for the Defense of Official Misconduct Cases” was held in the conference room of the Comprehensive Building at the Xueyuan Road Campus of China University of Political Science and Law. This collaboration represents a significant initiative to deeply integrate legal education with legal practice, aiming to focus on cutting-edge issues in official misconduct cases and jointly cultivate high-quality legal professionals.
Liu Yanhong, Member of the Standing Committee of the Party Committee and Vice President of China University of Political Science and Law; Zhang Yongran, Party Secretary of the School of Criminal Justice; Wang Zhiyuan, Executive Dean of the School of Criminal Justice; Li Huaiseng, Deputy Director of the Office of Development Planning; Wang Kangqing, Deputy Director of the Institute of Criminology; and Zheng Yi, Director of the Training Office of the School of Criminal Justice; Tian Wenchang, Founder and Honorary Director of Beijing King&Capital Law Firm; Zhu Yonghui, Director and Senior Partner; Senior Partners Liu Lijie, Wang Xintong, and Niu Xingli; Partners Fu Qingtao and An Hongpeng; and Attorney Cui Xiyou attended the ceremony. The ceremony was presided over by Party Secretary Zhang Yongran.
Vice President Liu Yanhong, on behalf of the university, expressed gratitude to Director Tian Wenchang and King&Capital Law Firm for their long-standing care and support for the university’s development. She noted that, compared to previous research-oriented collaborative platforms, the newly established teaching and research base features an innovative format and rich content, providing faculty and students with a brand-new platform that integrates teaching, research, and practical training. Facing the increasingly complex challenges posed by new forms of official misconduct, she expressed her hope that, under the personal guidance of Attorney Tian Wenchang, the base would achieve breakthrough results in theoretical research, practical exploration, and talent cultivation.
Attorney Tian Wenchang stated that he had consistently advocated the concept of “integrating theory with practice” during his tenure as a faculty member at the University of Law. He noted that the establishment of the teaching and research base has opened up a practical new pathway for the deep integration of legal education and legal practice. Moving forward, faculty and attorneys will engage in in-depth collaboration on joint case handling and research projects. Attorneys will identify issues arising from judicial practice, while faculty will address and resolve them from an academic perspective. This complementary approach will break established patterns of thinking and elevate the overall standards of criminal defense and legal research.
Subsequently, Party Secretary Zhang Yongran and Dean Wang Zhiyuan, on behalf of their respective institutions, signed a cooperative agreement and a donation agreement with Director Zhu Yonghui and Attorney Liu Lijie. The signing of these agreements marks the establishment of a more stable and in-depth cooperative mechanism between the two parties in areas such as teaching, research, practical exchanges, and talent development.
Vice President Liu Yanhong and Attorney Tian Wenchang jointly unveiled the plaque for the “China University of Political Science and Law School of Criminal Justice Kyoto Teaching and Research Base for Defense Against Official Misconduct.” The establishment of this teaching and research base not only serves as a significant milestone in the further deepening of the partnership between the two parties but also builds a new platform for theoretical research, case studies, curriculum development, and practical training in the field of defense against official misconduct.
During the appointment ceremony, Vice President Liu Yanhong and Attorney Tian Wenchang presented letters of appointment to Liu Lijie, Director of the China University of Political Science and Law School of Criminal Justice Kyoto Teaching and Research Base for Defense in Official Duty Crimes, as well as Executive Directors Wang Xintong and Wang Kangqing. By establishing closer personnel coordination and professional collaboration mechanisms, both parties will further promote the sharing of resources and complementary strengths between the university and the King&Capital Law Firm, laying a solid foundation for the sustained development of the teaching and research base.
During the exchange session, Party Secretary Zhang Yongran provided a comprehensive overview of the latest developments at China University of Political Science and Law and the School of Criminal Justice. He noted that the university has entered a period of rapid development and is currently advancing a “one center, multiple bases” educational model and a “three-network integration” strategic layout. He expressed the hope that the Kyoto Teaching and Research Base for Defense Against Official Misconduct would not only serve as a high-level research platform but also effectively bridge the gap between student internships and employment, achieving a precise alignment of educational resources with industry needs.
Professor Li Huaiseng and Associate Professor Wang Kangqing stated that the establishment of the base provides strong support for the School’s teaching and research efforts, and the School will attach great importance to and earnestly implement all work arrangements. Director Zhu Yonghui, on behalf of the law firm, solemnly pledged to concentrate superior resources and spare no effort in supporting the base’s development, aiming to build it into a first-class domestic platform for teaching and research in the defense of official misconduct cases.

Attorneys Liu Lijie, Wang Xintong, Cui Xiyou, Niu Xingli, Fu Qingtao, and An Hongpeng shared practical experiences and challenges encountered in handling official misconduct cases based on their own case handling experiences. They unanimously agreed that a solid theoretical foundation is key to improving the quality of defense and expressed their hope to conduct more in-depth collaborative research and professional exchanges with CULS faculty through the teaching and research base. Professor Zheng Yi briefed the attendees on the foundation of past cooperation between the two parties and expressed hope that the teaching and research base would serve as a new starting point to further expand the breadth and depth of their collaboration.
The signing ceremony concluded successfully in a warm and enthusiastic atmosphere. Both parties agreed to take this collaboration as a new starting point and to carry out a series of practical cooperative initiatives centered on theoretical research and defense practice regarding official misconduct, thereby ensuring the teaching and research base is truly substantive, in-depth, and sustainable. Together, they will cultivate more high-caliber legal professionals who meet the demands of rule of law development in the new era and possess both theoretical knowledge and practical skills, contributing their wisdom and strength to advancing the modernization of China’s rule of law.
